Once Lord Shiva said to Lord Narayan!

“Narayan! What's up? You never come to Kailash (Mount Kailash is on earth) to meet me? What is the matter? What should I say,, Lord Shiva, when I come to meet you on earth? I see Shankar in every stone. That's why I don't feel like setting foot on the planet.


Then Lord Shiva said, You become a snake, which does not have legs. By doing this you will not need to set foot on the earth. You will walk hugging Shankar in the form of stones and will also come to meet me.

Then Narayan took the form of a snake. He went and hugged Lord Shiva.
Hence, the snake around Lord Shiva's neck is an incarnation of Narayana, also known as Vasuki Nag.
In Shrimad Bhagwat Geeta, Shri Krishna tells Arjuna, “O Arjuna! all living beings are my form. Peepal (Ficus religiosa) among the main trees, Narada among sages, Kamdhenu among cows, Vasuki (वासुकी) among snakes, Sheshnag among snakes is my form…………………
