Most of the people who want to escape India first go to Nepal and then go to the country which they prefer. Also, the easiest way to come to India through Pakistan or Bangladesh is through Nepal (if you are ready to spend some money).

Many meetings between foreign spies and their handlers are arranged in Nepal due to easy entry into the country and its proximity to India. As a result, RAW is and has to be very active in Nepal. Fortunately, the Nepalese government is helpful and co-operates with India.
